John Mayes

Director, Procurement & Contracting

Mr. Mayes is a senior executive with more than 35 years of extensive experience in federal acquisition and contracting. He has held a number of highprofile positions that incorporate program management, acquisition and contracts, and business/financial management. He has a proven record of leading and negotiating large-scale acquisitions involving weapons systems production and sustainment, research and development, construction, information technology, complex engineering services, and non-FAR-based transactions, supported by strong communication, analytical, and stakeholder engagement skills. Mr. Mayes retired from the Federal Government in 2025 as a Senior Executive Service member within the Department of War. His last assignment was as the Head of Contracting Activity and Senior Contracting Official for the Missile Defense Agency (MDA), where he oversaw all aspects of contract strategy, execution, and administration for one of the most complex acquisition portfolios.

Mr. Mayes has served as a leader, strategist, and developer of diverse acquisition strategies and delivery of innovative solutions across multiple federal agencies. He is recognized for senior leadership roles with GSA’s Assisted Acquisition Services organization, the U.S. Army Corps of Engineers – Huntsville Engineering and Support Center, U.S. Army Contracting Command – Redstone, and the Missile Defense Agency. Mr. Mayes holds a Bachelor’s in Management of Technology, a Master’s in Acquisition and Project Management, and an executive leadership certification from the University of Virginia’s Darden School of Business. He is an active member of the National Contract Management Association.
