Andy Haeuptle is a retired Senior Executive with over 42 years of exemplary civilian and military service to the Department of Defense and our Nation. Most recently, he served as the Director of the Navy Staff. In this role, he was the senior civilian advisor to the Chief of Naval Operations (CNO), supporting the CNO’s Title 10 authorities to man, train, and equip the Navy. He was responsible for a workforce of 650,000 military and civilian personnel serving globally, as well as a budget of $245 billion. He was also tasked with the alignment of more than 500 Flag Officers and Senior Executives, providing indispensable advice and support to the CNO and the Secretary of the Navy.
Prior to his current assignment, he served as a Special Assistant to the President and the Senior Director of the White House Situation Room. In this capacity, Andy was responsible for providing 24/7 global situational awareness and executive secure communications support to the President, Vice President, Chief of Staff, Assistant to the President for National Security Affairs, and other senior White House staff. He also served as the National Security Council’s Chief Information Officer.
Immediately prior to this assignment, Andy served as the Chief of Staff for the Under Secretary of the Navy, where he was a key advisor on matters affecting the Department of the Navy and assisted in developing and explaining policies, programs, and goals of the Department. Andy also served as a Senior Director with the Office of the Chief Management Officer (CMO), where he was responsible for executing CMO support to the DoD Principal Staff Assistants for business process and systems reviews aimed at improving DoD’s effectiveness and agility. He led efforts to deliver efficient business operations that support and enable the warfighter. He was tasked with leading the DoD’s business reform initiative, which had a target of $46 billion in savings, and supporting the DoD Comptroller in preparing the DoD for audit readiness.
As the CMO’s lead advocate for the warfighter, his Directorate responded to urgent capability gaps in the expeditionary business environment and addressed business challenges that adversely affected current operations. His team significantly improved the contingency warfighting, financial, and contracting efforts in Iraq and Afghanistan. Andy is a retired Marine Corps Colonel who spent the majority of his 26-year career in operational and deployed units. His career included senior-level positions within the Department of the Navy, Headquarters Marine Corps, the Office of the Secretary of Defense, and the National Security Council.
Andy holds a bachelor’s degree in Political Science from THE Ohio State University, a master’s degree in National Security Studies from Georgetown University, and a master’s degree in National Resource Planning from the National Defense University. Andy has received various personal awards, including the prestigious Senior Executive Service Presidential Rank Award and the Department of the Navy Distinguished Civilian Award.
